The Board of Directors of the Delores A. Threatt Foundation is composed of dedicated professionals who share a commitment to service, education and community impact.

Each board member brings unique expertise and a shared vision and passion for advancing the foundation’s mission. Together they provide strategic direction, ensure responsible stewardship of resources and work to expand opportunities for those we serve.

Kimberly Lacour, CFP

Founder | Chief Executive Officer

Kim brings more than 30 years of experience in financial services, along with a deeply rooted commitment to family, legacy, and community. As a former Wealth Advisor, she strived to help individuals and families navigate important financial decisions with clarity, confidence and long-term vision.

During her career, Kim has held roles in financial planning and analysis with firms such as Fidelity Investments, Goldman Sachs Ayco and Charles Schwab, where she developed a strong foundation in both the technical and personal sides of financial planning. She also operated her own independent Registered Investment Advisory practice, giving her an entrepreneurial perspective and a personal understanding of the importance of financial empowerment.

Kim holds a Bachelor of Science in Electrical Engineering, a MBA in Finance and is also a Certified Financial Planner™ (CFP®). In addition, she holds a Certificate in Non Profit Management from the the University of Illinois - Chicago. She is known for combining analytical rigor with a genuine, relationship-driven approach grounded in trust, education and service.

Her work with the foundation is especially meaningful. As one of the daughters of Delores A. Threatt, Kim is honored to carry forward her mother’s legacy of courage, generosity and care for others. Her mother is the one who instilled in her strength and resilience. She enjoys spending her free time with her three sons, sister and valued friends.



Diane Little, CPA

Chief Financial Officer

Diane Little is an Accounting and Finance Executive with over thirty years’ experience in accounting, financial planning and analysis, and operations in a variety of industries, including global manufacturing, publishing, renewable energy, and healthcare staffing.  Diane has a proven history of recommending detailed and actionable analytics and improvements, and demonstrated ability to influence key players, and to develop and mentor team members to new levels.   She currently serves as Vice President of Accounting, Billing & Accounts Receivable for AMN Healthcare, a leader and innovator in total talent solutions for healthcare systems.   In this role, Diane leads accounting operations with a team of over 250 accounting and finance professionals. 

She received her Bachelor of Science in Accounting from Santa Clara University and her MBA from Indiana University’s Kelley School of Business. She has been a Certified Public Accounting (CPA) for 30 years and maintains an active CPA license in the state of California. 

Diane Little is also a devoted wife and mother, and passionate community leader.  Diane has served as an active member and was elected to several leadership roles with Jack and Jill of America, Inc. She recently served on the National Board as a Regional Director for the organization and now continues her service as an Associate and Life Member.  She is an active leader in AMN Healthcare’s Power and Value in Equality Employee Resource Group which provides empowerment opportunities for women to network and develop professionally.    Recognized for her heart for service, Diane has been awarded the San Diego County YWCA 2023 TWIN and Humanitarian awards, 2017 North County San Diego NAACP Distinguished Women, and 2017 Delta Sigma Theta Sorority Breakfast for MiLady Honoree awards. Diane attributes her success to the support of her husband William, and their three handsome sons and five beautiful granddaughters.    



Lashawn Hart McDaniel, J.D., M.P.A.

Secretary

Lashawn C. Hart McDaniel is a passionate advocate for the wellbeing of vulnerable citizens. Utilizing over 30 years of experience in public policy research and analysis she focuses on positions that require direct interfacing with diverse clientele and within multidisciplinary teams of professionals. She is a litigator of over 25 years with exceptional interpersonal and communication skills who has successfully argued before state appellate and supreme courts.

As a community leader and volunteer for over 15 years with Girl Scouts of the USA, Scouting America (formerly Boy Scouts of America) and Jack and Jill of America, Inc., she has established herself as a transformative and compassionate leader who maintains the highest level of integrity, confidentiality and cross cultural alliances. She is an experienced leader of international organizations and has served communities in Botswana, Japan and Belgium

Lashawn is from Cincinnati, Ohio where she began her community advocacy with the Children’s Defense Fund. She earned her Bachelor of Science in Foreign Service from Georgetown University. She continued her education at the Maxwell School of Citizenship and Public Policy at Syracuse University receiving her Masters of Public Administration before returning home to Cincinnati to receive her Juris Doctorate from the University of Cincinnati, College of Law.



Dr. Dometrives Armstrong DNP, MSN, FNP, PHN, RN

Chairperson

Dr. Armstrong, “Pam”, brings over 33 years of experience as a Registered Nurse and more than 22 years of practice as a Family Nurse Practitioner. She currently serves as the Associate Dean of Nursing Education at San Diego City College, where she provides leadership in advancing nursing education, faculty development, and student success.

Pam began her nursing career at Sharp Memorial Hospital after earning her Associate Degree in Nursing from San Diego City College. She later completed her Bachelor of Science in Nursing from the University of Phoenix in 1998. In 2000, she transitioned into academia as a part-time nursing instructor and, in 2007, was appointed as a full-time faculty member at San Diego City College.

Committed to lifelong learning and professional advancement, Dr. Armstrong earned a Master of Science in Nursing with a specialization as a Family Nurse Practitioner and later obtained her Doctor of Nursing Practice degree from Walden University. Throughout her career, she has remained dedicated to mentoring future nurses, strengthening the nursing workforce, and improving health outcomes in the communities served by the college.

Dr. Armstrong is also an active member of the San Diego Black Nurses Association, where she supports initiatives that promote diversity in the nursing profession, mentor emerging nurses, and improve health equity within underserved communities.

Beyond her academic and clinical roles, Dr. Armstrong is actively engaged in community service and volunteer initiatives that support health education, wellness, and community empowerment.



Clifford Sweet III

Governance Chairperson

Clifford D. Sweet, III was the founding shareholder of Heggeness & Sweet from 1974 through January 2015 where he earned a Statewide reputation as a preeminent lawyer prior to becoming Of Counsel to Pearlman, Brown & Wax out of their San Diego office. From 1981 through 2025, Cliff was a Certified Specialist in Workers’ Compensation Law by the State Bar of California Board of Legal Specialization. Cliff has expertise in workers’ compensation law including related civil actions, appellate law and workers’ compensation fraud investigations. Recipient of the Warren L. Hanna Lifetime Achievement Award in 2002 for his lifetime commitment to the California Workers’ Compensation Defense Attorneys’ Association, the entire Workers’ Compensation community, and to California employers and their insurance companies. First Recipient of the Workers’ Compensation Defense Attorney of the Year Award by the Workers’ Compensation Section of the State Bar of California in 2005 in recognition of his knowledge of the law, professional courtesy, community service, professionalism, recent contributions to the practice of workers’ compensation law, service to clients, and advocacy skills. Recipient of the California Lawyers Association Workers’ Compensation Section 2024 Lifetime Achievement Award in 2024 in recognition of his knowledge of the law, community service, professionalism, and significant lifetime contributions to the practice of workers’ compensation law. Rated A-V Preeminent (highest possible rating for legal ability and ethical standards) by Martindale Hubbell for over 40 years. Assisted in writing important workers’ compensation legislation and regulations, including the Workers’ Compensation Fraud Act. Received his Bachelor of Arts Degree (cum laude) from the University of California, Los Angeles with a major in Swedish Political Science. Received his Juris Doctorate Degree from Loyola Law School, Los Angeles. Member of the State Bar of California and the San Diego County Bar Association. Member and twice President of the California Workers’ Compensation Defense Attorneys’ Association. Assists refugee resettlement as a volunteer through the Jewish Family Service of San Diego.



Roosevelt Womble Jr.

Advocacy Chairperson

Roosevelt Womble Jr. is a seasoned engineering leader with a distinguished career spanning more than four decades in the aerospace and defense industry. After graduation from Clarksdale High School “Ro” earned a Bachelor of Science in Industrial Engineering from Jackson State University.

In 1981, he began his career with Hughes Aircraft Company (now part of Raytheon Technologies), relocating to Los Angeles. While advancing professionally, he continued his education at University of Southern California, earning a second Bachelor of Science degree in Electrical Engineering.

Throughout his tenure at Raytheon, Roosevelt held a wide range of technical, project management, and functional leadership roles, culminating in his position as Associate Director of Engineering prior to his retirement in 2021. He also demonstrated a strong commitment to workforce development by serving as a college campus recruiter and supporting numerous employee hiring initiatives.

Roosevelt has been married for over 44 years and is the proud father of four children and grandfather of five. He has dedicated more than 20 years to officiating high school basketball and remains an enthusiastic supporter of the St. Louis Cardinals and the Los Angeles Lakers.



Dr. Keith Wilner, Ph.D.

Director

Keith received his Bachelor of Arts in Chemistry from the University of Kansas and his Ph.D. in pharmacology from the University of Texas Health Science Center at Houston. After a 2-year post-doctural fellowship at the University of California at San Diego, he joined Pfizer Global Research and Development in 1986. Dr. Wilner’s past experiences at Pfizer included overseeing the early development of potential new drug entities in the areas of Inflammation, CNS, CV, Metabolism, Immunology and Infectious Diseases; developing new strategies as they relate to the bridging of pharmacokinetic data between the U.S. and Japan and streamlining internal processes for more rapid review of safety, pharmacokinetic and pharmacodynamic data. Previously, he oversaw several early clinical development programs in the oncology therapeutic area and then moved to late clinical development where he oversaw both the clinical development of the Cyclin-Dependent Kinase (CDK) program in breast cancer and the Anaplastic Lymphoma Kinase (ALK) program in lung cancer. His current position as Executive Director in Pfizer, Research and Development, oversees the late development program in cancer cachexia.
